This conference Recognises the limitations of industrial actions and mass protest in a climate of debt induced fear among workers and the increasing tendency of Irish Governments and media to ridicule public protest in the interest of dividing workers Acknowledges we are in a country driven by debt market interest demands to the point of bankruptcy and irrevocable commitments made by the previous Government to completely underwrite the reckless debts incurred by private banks Vows to challenge and fight the imposition of that debt on generations of working people which would offer the clear prospect that workers, burdened by debt and faced with rising interest rates and prices, will be defenceless and unable to improve wage rates Therefore directs that Congress must now organise a broad based workers' campaign, around three fundamental demands, as follows:That all mortgages on principle private residences are revised downwards to the current market value of the home That our legislators amend the Offences Against the State Acts to include the crime of Financial Treason; and That a Charter of Fundamental Rights for all Citizens be introduced in the lifetime of the present Government, which guarantees minimum rights to full healthcare from cradle to grave; pre, first, second and third level education, and the right to accommodation. These demands to be backed up by a strategy which will use the new power of workers to curtail the power of governments and markets, their willingness to repay not only their own personal debt but through their taxes and interest rates the debts of bankers and government which feed the markets. Furthermore it is resolved that the strategy to seriously pursue these legitimate demands will be the preparation for, and if necessary, the implementation of, a mortgage repayment strike. Conference finally agrees that We have the power to curtail the appetite of monetary markets if 650,000 workers combine in this action

 

Amendment

In line 16 after "That our legislators" delete, "amend the Offences Against the State Acts to include the Crime of Financial Treason" and insert as follows, "bring forward legislation aimed at ensuring the efficient management of the state's finances based on proper and transparent regulation and supported by robust enforcement mechanisms and stringent penalties for non-compliance"
