This Conference notes that due to neo-liberal economic policies and the Celtic Tiger bubble in the case of the Republic of Ireland that higher income earners have fared much better in both percentage and actual pay terms than lower paid workers over the past decade. This Conference considers that the concept of "The Trade Union Movement as One" is the only means to promote sustainable social progress and solidarity. Conference notes that it has been recent policy of Congress to seek to give priority to lower paid workers in all pay negotiations. Conference therefore calls on the Executive Council to ensure that this policy is implemented in all negotiations conducted by the Executive Council and the Public Service Committee of ICTU and other relevant Committees. Conference notes that in the case of the Public Service Agreement 2010 - 2014 in the Republic of Ireland, priority was agreed for workers on €35,000 and below. Conference also notes that the sponsoring union, CPSU, is tabling this motion subject to and consistent with the autonomy on pay bargaining given to Special Delegate Conferences on pay negotiations.
