This Conference notes that despite constant negativity towards the Public Service Agreement, generated by those who do not believe in public services and who do not care about those citizens who are dependent upon good public services, and despite the arrival of the IMF and the change of Government, the agreement has survived. Conference is clear that the agreement has survived because it represents a means by which vital public services can be protected in circumstances where the capacity to fund such services has diminished, due to economic and fiscal collapse. Conference is equally clear that the undertakings within the agreement to protect workers in the public service from compulsory redundancies and further cuts in their salaries plus the commitment to pay reviews provide a sustainable basis for the continued co-operation of those workers with the changes necessary for the continued delivery of high quality public services. Conference directs that the ICTU Executive Council do all in its power to ensure that the agreement is protected.
