Noting that the Programme for Government contains a provision to introduce a Site Valuation Tax for non-agricultural land, this conference calls for the immediate introduction of a Land Value Tax as a small first step towards curbing speculation in the future and creating a secure revenue stream for Government outside the PAYE sector. In the longer term we call for the implementation of the recommendations made in the Kenny Report on the price of building land which has been ignored by successive Governments since 1973. Conference further calls on the Government to introduce a realistic resource tax on the extraction of natural resources in Ireland and pledges the Congress to pursue this objective.
