That this Conference notes with concern the rise of the practice of making workers who are fortunate to find work in these times of austerity more difficult by making them wait one, and in some cases, two weeks before they get paid, a practice known as working a laying week. There is no justification for employers to continue with this practice with the technology which they have available to them. Conference is instructed to work to ensure current employment legislation is amended in both jurisdictions to stop this practice.
