Conference notes that the real-terms cuts in wages are a consequence of a deliberate policy by UK, and devolved administrations, to implement a combination of pay freezes and pay caps for the majority of public sector workers. It is estimated that civil servants have seen earnings fall by up to 20% since 2010 and can expect to be another £1,700 a year worse off by 2020 if the Westminster pay cap continues. Research shows the effect of that policy will mean that average civil service pay will have fallen in value by over 20% by 2020.
Conference condemns the UK government’s attitude towards hardworking public sector workers. We recognise that many private sector employers use the UK government’s position as an excuse to hold down wages across the private sector.
Conference welcomes the NIC-ICTU political campaign for a decisive break with the era of austerity and to campaign for a new social and economic settlement that prioritises decent work and fair pay for all.
Congress calls on the incoming NICICTU to;
- Support affiliates pay campaigns
- Facilitate, organise and coordinate collective action, including industrial action
- To establish a reporting mechanism for affiliates to share pay bargaining successes, with NIC-ICTU, the NERI and affiliates.
