This conference is concerned that there is what appears to be a blind faith in handing public funds to private companies to deliver what was public sector work.

The recent collapse of Carillion demonstrated clearly the expense of privatisation and the clear risk that the collapse of such companies poses to the provision of public services.

It is time to end privatisation at the cost of services and jobs and reinvest in a fully funded and properly resourced public sector.

Conference calls on the Northern Ireland Committee of ICTU to campaign to

  • Ensure that Public Sector employers consult and negotiate fully with the recognised trade unions prior to any work packages being offered for private tender.
  • Where such packages are put out to tender that social clauses are included in the tender conditions that ensure that workers receive decent pay, terms and conditions
  • And that the relevant Trade Unions are recognised.

Also built into the tender requirements should be the provision for regular monitoring of the performance of the private provider which must include amongst adherence to the social clauses, ongoing financial stability checks to ensure service provision.
