The European Trade Union Confederation (ETUC) has welcomed the publication of the European Framework for Quality and Effective Apprenticeships, an initiative which results from cooperation between unions, employers and member states who agreed on a joint strategy for the development of apprenticeships, in December 2016.
The framework sets out a range of conditions to ensure the development of quality apprenticeships and decent work, including the need for clear national regulatory frameworks defining the rights and duty of each party. The framework also calls for member states to involve workers and employers" representatives in shaping apprenticeship policies and scheme. Congress is now assessing how the framework might be implemented here in Ireland.
